At the end of January a joint meeting of CPT directors, Primary School staff and governors and Parish Councillors received an update on the design work from architect Richard Biddulph and agreed the apportionment of fees between the three parties.

In March the Housing Needs Report was approved by Torridge District Council and adopted by High Bickington Parish Council.

On 23rd June a presentation of the plans for submission to Torridge DC was made to Parish Councillors, Primary School staff and governors, directors of the CPT and representatives of the District and County Councils. All parties were in agreement that the scheme should be worked up and presented as a detailed planning application. On 26th August the planning application was registered by Torridge District Council (Ref No: 1/0945/2008/FUL).
